Preheat oven to 350 degrees.
Start by combining the flour, baking soda, baking powder and salt. Set aside.
In another bowl, cream together the butter, sugars, eggs, and vanilla.
Mix the flour mixture in with the butter mixture, being careful to not over mix!
Gently fold in the oats and raisins.
Drop onto greased cookie sheets and bake for 11 - 13 minutes. Pull out and let sit on pan for 2 minutes to finish cooking in the center.
Cool and store in an air-tight container.
